Strategic Offensive Arms

 provides assistance to (1) Ukraine for dismantling its strategic nuclear

facilities, heavy bombers and disposition of liquid rocket propellant;

(3) Russia to accelerate the dismantling of Russian strategic offensive

arms; and (4) Belarus for elimination of foundations of SS 25 fixed

structures.
