Team Methodology

After briefings with relevant USAID/Washington staff and a review of program documents, the team

spent three weeks in Peru in February and March 2000. During this period, they had briefings with

USAID staff; reviewed additional documents; and conducted interviews with a wide array of grantees,

independent analysts, political and economic leaders, civil society representatives, and representatives of

other donor agencies. (See Appendix I for a full list of sources) Individual team members visited

Tarapoto and Piura in order to conduct interviews. A post election review of the main findings and

recommendations was undertaken by three Team members in early July 2000.
