DEFINITIONS 
Hazardous substances

Hazardous substances include those covered by the Regulations at paras 1.1   1.5.  The relevant 
Regulations and their leaflets should be consulted for detail, but in brief the following are included: 
2.1 
Substances or mixtures of substances classified as dangerous to health under the 
Chemicals (Hazard Information and Packaging for Supply) Regulations (CHIP)   the dangers being 
very toxic, toxic, harmful, corrosive or irritant. 
2.2 
Substances for which the Health and Safety Commission has approved an Occupational 
Exposure Limit, which may be a Maximum Exposure Limit (MEL) or an Occupational Exposure 
Standard (OES) (and which are listed in HSE s annual publication Guidance Note EH40). 
2.3 
Biological agents (if they are directly connected with the work or if exposure is incidental, 
e.g. with healthcare). 
2.4 
Any kind of dust at a concentration in air specified in COSHH. 
2.5 
Any other substance which, though it may not be listed within the scope of 2.1 to 2.4, 
because of its chemical or toxicological properties and the way it is used or is present in the 
workplace creates a risk to people s health. 
2.6 
Lead in any form, which is liable to be inhaled, ingested or absorbed (other than vehicle 
exhaust fume). 
2.7 
Asbestos (whether alone or in a mixture).

Line Manager means all staff, both Service and Civilian, who have authority and responsibility for 
directing and supervising people working for them, be they permanent, temporary or contractually 
employed.
