Asbestos (Prohibitions) Regulations

The Asbestos (Prohibitions) Regulations prohibit all new uses of all forms of asbestos.  All of MOD 
must meet the requirements of the Prohibitions Regulations and be committed to eliminating all uses of 
asbestos in defence systems wherever practicable and as soon as possible.  MOD Instructions on 
compliance with the Prohibitions Regulations and MOD s own elimination programme are given in 
Leaflet   Asbestos Prohibitions, and any plans to continue using asbestos must comply with those 
instructions. Failure to comply risks prosecution. 
NOTE 
The Prohibitions Regulations also include giving away asbestos for considerations other than 
money, and apply equally to second hand asbestos. 
Action Level 
8 
Action Level means one of the following cumulative exposures to asbestos over a continuous 12 
week period when measured or calculated by a method approved by the Health and Safety 
Commission, namely: 
8.1 
Where the exposure is solely to chrysotile, 72 fibre hours per millilitre of air; or, 
8.2 
Where the exposure is to any other form of asbestos either alone or in mixtures including 
mixtures of chrysotile with any other form of asbestos, 48 fibre hours per millilitre of air; or, 
8.3 
Where both types of exposure occur separately during the 12 week period concerned, a 
proportionate number of fibre hours per millilitre of air. 
Control Limit 
9 
Control Limit means one of the following concentrations of asbestos in the atmosphere when 
measured or calculated by a method approved by the Health and Safety Commission, namely: 
9.1 For 
chrysotile: 
9.1.1 
0.3 fibres per millilitre of air averaged over any continuous period of 4 hours; 
9.1.2 
0.9 fibres per millilitre of air average over any continuous period of 10 minutes; 
9.2 
For any other form of asbestos either alone or in mixtures including mixtures of chrysotile 
with any other form of asbestos: 
9.2.1 
0.2 fibres per millilitre of air averaged over any continuous period of 4 hours; 
9.2.2 
0.6 fibres per millilitre of air averaged over any continuous period of 10 minutes. 
Amphibole asbestos 
10  Amphibole asbestos means any of the following minerals: crocidolite (
blue asbestos
), amosite 
(
brown asbestos
), fibrous actinolite, fibrous anthophyllite, fibrous tremolite and any mixture containing 
any of those minerals. 
Asbestos 
11  Asbestos means chrysotile (
white asbestos
), and amphibole asbestos and any mixture containing 
any of those minerals.
