MoD Health & Safety Handbook
Lead
4
Lead means lead, (including lead alkyls, lead alloys, any compounds of lead and lead as a
constituent of any substance or material) which is liable to be inhaled, ingested or otherwise absorbed
by persons except where it is given off from the exhaust system of a vehicle on a road within the
meaning of section 192 of the Road Traffic Act 1988.
Risk Assessment
5
Risk Assessment means a reasoned judgement about hazards and the extent of these hazards
impact on people's health and safety, based on the common sense application of information, which
lead to the decisions about how these hazards should be managed.
Significant Exposure
6
An employees exposure to lead is significant if one of the following conditions is satisfied:
6.1
Exposure exceeds half the occupational exposure limit (OEL) for lead in air
NOTE
OEL for lead, over an 8 hour time weighted average, are:
(1) 0.15
mgm
3
concentration of lead (other than lead alkyls) in the atmosphere; and
(2) 0.10
mgm
3
concentration of lead (in lead alkyls) in the atmosphere
6.2
There is a substantial risk of the employee ingesting lead;
6.3
There is a risk of an employee's skin coming into contact with lead alkyls or any other
substance containing lead in a form (e.g. lead naphthenate) which can also be absorbed through
the skin.
LINE MANAGERS DUTIES
Outline of Regulations
7
A diagrammatic outline of the main provisions of CLAW is shown at Appendix 1.
Risk Assessment
8
Line managers responsible for employees whose work activities are liable to expose them to lead
must conduct an assessment before the work starts to determine:
8.1
Whether the exposure of any employees to lead is liable to be significant (see definition
and tables 1 & 2);
8.2
The extent of measures needed to control exposure to lead adequately; and
8.3
To identify other measures necessary to comply with the Regulations.
