The earliest point at which future ill health can be prevented is at the design requirement or
specification stage of any project. Substances can be used or applied (fuel, cleaning agents, pesticides,
asbestos, lead, depleted uranium, paints, welding rods, explosives, beryllium, cadmium), worked on
(any wood, any metal, lead), and released or produced as by products during use or storage (e.g.
exhaust gases, welding fume, smoke, vapour). Assessing the risks to health and environment before
the drawing board can prevent, or dramatically reduce subsequent risks to health, for Service and
Civilian personnel, involved in producing, delivering, storing, handling, using, firing and disposing of
substances and the systems or equipments in which they are used.

Before selecting any substance, examine the suppliers safety data sheet. If the substance is a
NATO codified item the Safety Data Sheet may be on JSP 515 MOD Hazardous Stores Information
System. JSP515 contains many thousands of data sheets on hazardous items purchased by MOD and
is distributed by quarterly upgrades on CD ROM. Unit or Establishment Health and Safety Advisers
should normally have access, and the data is increasingly being made available on networks. Support
can also be sought from the HSIS Focal Nodes. If a data sheet is not available on HSIS, seek the
information from potential suppliers.

All purchasers of potentially hazardous substances must ensure safety data sheets are provided by
the supplier and passed to one of the MOD HSIS offices for inclusion on the JSP 515 database (details
below). DEFCON 68, which demands data sheets, must be included with all contracts to supply.

The information that must be included in a safety data sheet is defined in the Chemicals (Hazard
Information and Packaging for Supply) Regulations (CHIP). More information on CHIP and an
explanation of the information that must be included in labels and data sheets is given in Annex H
