4.2 
All MOD scientists, project officers or IPTLs responsible for the planning of new processes, 
new projects or the formulation of new substances that may pose a potential toxic hazard must 
ensure that the risks have been assessed and the conclusions of the assessment acted upon, in 
accordance with the requirements of the Control of Substances Hazardous to Health Regulations, 
seeking advise as necessary. 
4.3 
Where MOD is the manufacturer of a substance for the first time then, in addition to full 
compliance with the requirements of the Notification of New Substances Regulations 1993, and the 
COSHH Regulations. 
4.3.1 
If manufacture is on a laboratory scale the scientist, project officer or IPTL, with 
specialist advice and assistance as appropriate, will carry out a literature search on the 
toxicity of the substance and take appropriate control measures. 
4.3.2 
If the substance has been taken into production, further information regarding 
its toxicity will be required to enable MOD to fulfil its duties under Section 6(4)(a) to (c) of 
the HSWA, with regard to information for the use of other persons likely to use to be 
exposed to the substance.
