5. Association of NGOs of Kostanai oblast, Kostanai
Internal Capacity Building
In April, Dmitry Dey, the Director of Kostanai CSSC, met with representatives from ICMA
(Almaty) to form a coordination council for community, economic and social development in the
city of Kostanai. The Coordination Council and its regulations were presented to its potential
members and state municipal representatives.
On April 24 26, Dmitry Day participated in the Conference on poverty reduction and a seminar
entitled Poverty Issues in the Conception of Human Development initiated by the Academy of
State Service under the President of the Republic of Kazakhstan. The seminar was conducted
under the Poverty Reduction Project of UNDP and the Central Asian Institute for Development.
On April 16, for the national campaign Students for Better Service in Universities, the CSSC
organized the first student auditions under financial support of USAID, the Eurasia Foundation
and the US National Democracy Institute (NDI). Representatives of leading local universities,
state bodies and NGOs participated in the auditions.
A meeting with Alan Oliver, a representative of NDI, was held in the CSSC conference hall.
Members of local NGOs, community stakeholders, Maslikhat deputies, and the regional
Democracy Support Center took part in the event. The meeting participants discussed housing
reforms taking place in Kazakhstan.
On April 1 10, the public fund Business and Development, a member of the Association of
NGOs, held Training of Trainers supported by HIVOS for the program Start and Develop Your
Business designed by International Organization for Labor. The Association's staff Anna
Ivoilova and Nurlan Izimov participated in the seminar.
On May 15, the Center contributed to the meeting initiated by the Association of Business
Women to discuss family and women's issues with managers of related municipal committees.
A meeting with Kostanai NGOs and the Oblast Department of Information and Public Accord
was held on May 29 to consider creating a common information space. The organization plans to
conduct a number of roundtables to design an informational program to be disseminated among
NGOs and their constituencies.
Dmitry Dey is involved in the design and promotion of the draft law On State Social
Procurement.
CSSC Program Coordinators Almat Kaibzhanov and Irina Ortner participated in an M&E seminar
conducted by Process Consulting (Moscow) and financially supported by the Eurasia Foundation.
The donor agency jointly with Counterpart selected projects to be assessed by the evaluation
group during summer practicum.
Irina Ortner, Nina Shaburova, Lyudmila Limareva participated in TOT (May 13 17) to serve as
trainers in the CSSC and to be actively involved in the Counterpart's training program.
On June 3 4, the CSSC's senior managers and accountants took part in the seminar entitled NGO
Tax Collection conducted by the public fund Tax Environment Development with financial
support from Soros Kazakhstan Fund.
Community Outreach
The May Grant Committee approved community project proposal Creation of Sewing &
Shoemaking Shop to reduce unemployment and improve living conditions of vulnerable people in
Borovskoi village .
CSSC conducted PCA in the communities of house stakeholders, Kazakh repatriates, and Public
Fund Nadezhda . The appraisal in repatriates' community revealed key issues concerning
unemployment and absence of Kazakh school. After problems analysis, 60 community members
were mobilized to form a public organization Oralman , that would organize their efforts and
protect the community's interests. Initiative group started designing project proposals according
to community action grant (CAG) program.
CSSC set a close cooperation with local state bodies to form Coordination Council on economic
& social development in community of Qostanai. The meeting of Qostanai NGOs and Oblast
Department of Information & Public Accord was held on May 29
th
. The issues of cooperation in
the development of common information space were considered during the meeting.
