The CSSC assisted the Kumtor Operating Company (KOC) create a committee to make decisions
on charitable assistance being provided by KOC to local NGOs.
Internal Capacity Building
The CSSC developed a number of internal documents regulating office policies and increasing
effectiveness: staff, fee for services, office procurement and equipment usage policies. The
Organization Council (Management Team) approved these documents.
The CSSC ordered a brief workshop on office record keeping according to the local standards. As
a result, the filing system in the CSSC was set inline with the local requirements.
The Bookkeeper M. Amankulova took part in the training seminar on Taxation of Non
Commercial Organizations organized and held by GTD, ICNL and the Chamber of Tax
Consultants (May 16 17).
The CSSC Coordinator T. Bayserkeev took part in two training workshops in analytic methods,
which were the first stage of the series of 5 training modules being conducted by INTRAC.
In May, the CSSC designed a questionnaire for its clients to have their feedback on the services
being provided through the Center and identify their specific needs. To date, 25 NGOs were
interviewed.
On May 14 24, the CSSC passed a financial audit conducted by a local audit company.
The Deputy Manager I. Rakhmanova took part in the study tour in Germany held on May 25 July
9. The main goal of the study tour was to learn about community foundations and management of
community owned assets.
Community Outreach
On April 26, the CSSC hosted the first grant review meeting of the LCG, where 8 projects of
target communities were reviewed and 4 of them were conditionally approved for funding with
recommendation to specify their budgets and timeframe. These projects were finally approved
during the next LCG meeting held on May 22.
On June 24, the CSSC conducted a meeting with the target communities that received grants
under the CAG program to discuss the recommendations of the LGC, and worked out some sort
of agreement to streamline cooperation between the parties. It was decided to conduct a follow up
seminar on financial accountability for the grantees on July 2.
Ten local NGOs and the Rayon Administration attended a roundtable conducted by the CSSC on
the problems of effective work for local NGOs in Tiup Vl on June 14. The discussions resulted in
signing a partnership agreement between the CSSC and Tiup State Administration.
The CSSC developed a plan to lobbying for Tax Code improvements for NGOs as a result of the
roundtable on NGO taxation.
8. Nookat CSSCs (NO)
Activity Overview
This quarter, Chemonics contracted the CSSC to deliver training on Land Code for communities
in Nookat, Aravan and Kara Suu Rayons. The first training was held on June 10.
Internal Capacity Building
After the Manager A. Hudaiberdiev participated in the Regional Advanced workshop in
governance, the governance and organization structure of the CSSC was revised to better meet to
the needs of the organization and a new Board of Directors was elected. The CSSC also
introduced a system of staff attestation on a quarterly basis to identify needs for further
professional development.
