support to the working groups that the ministry put in place for this 

purpose in 1999. The ministry and the program intend to restructure these 

groups so that the views of not only the Haitian government but also civil 

society are well represented in the reform package. The ministry and the 

program expect that this reform package will be ready by the time a new 

Haitian President starts his term in office in February 2001.
