Confined Spaces 
General Policy   Confined Space Working 
These Safety Rules and Procedures provide instruction on how confined space 
working relating to Works Services is to be managed on sites and in work situations 
which are under the control of the MOD. 
The Commanding Officer or Head of Establishment (see CER) must appoint an 
Authorising Engineer (Confined Spaces) to implement, administer, monitor and audit 
the application of these Safety Rules and Procedures. 
The Authorising Engineer (Confined Spaces) must appoint a sufficient number of 
Authorised Persons (Confined Spaces) to provide the necessary supervision of 
confined space working for each Establishment for which he or she has been 
appointed. 
The duty Authorised Person (Confined Spaces) has the sole responsibility for the 
practical implementation and operation of these Safety Rules and Procedures within 
their area of appointment. 
A list of the key appointments and their role is given in the following table, though it 
should be noted that some of the establishment posts are being revised and reference 
should be made to Common Elements and Requirements and the latest DE Policy 
Instructions.
