Where these Safety Rules and Procedures refer to the Authorising 
Engineer and Authorised Person, these are abbreviations for Authorising 
Engineer (Confined Spaces) etc. and 
not
 other Authorising specialisms, 
which will be written in full, e.g. Authorised Person (Electrical). 
1.2.6  
These Safety Rules and Procedures do not apply to: 
n 
the master or crew of a sea going ship in respect of the normal ship 
board activities carried out solely by a ships crew under the direction 
of the master 
n 
operations involving a ships crew and shore side workers working 
together aboard ship 
n 
any confined spaces below ground in a mine 
n 
any diving operations to and in relation to which the Diving at Work 
Regulations apply by virtue of regulation 3 of those Regulations 
n 
work on operational military equipment 
n 
petroleum installations as defined by MOD Safety Rules and 
Procedures 03   Petroleum.

Where a confined space is part of a pressure system, flue way, pressure 
vessel etc. no person is to enter the space without a Permit to Work issued 
by the Authorised Person (Confined Spaces) and the Authorised Person 
(Boilers & Pressure Systems).  Preparation for entry is the responsibility of 
the Authorised Person (Boilers & Pressure Systems). 
1.2.8  
Where a confined space is suspected of containing or having contained a 
petroleum product, the Authorised Person (Petroleum) must carry out a 
risk assessment to determine if a Permit to Work (Petroleum) is required. 
1.2.9   
If a confined space is part of a boiler or pressure system, or is suspected of 
containing a petroleum product, it is essential that there is adequate 
communication between the Authorised Person (Confined Spaces) and 
Authorised Person (Boilers & Pressure Systems) and / or the Authorised 
Person (Petroleum) and / or the Authorised Person (Electrical), as 
appropriate in planning and carrying out the work in the confined space. 
1.2.10 
Where reference is made to a British Standard this includes any equivalent 
EC Standard. 
1.2.11 
Advice and guidance on the application of these Safety Rules and 
Procedures can be obtained from the DE SAA CS.
