1.4.1

Safety Policy.
1.5
ALLOCATION OF RESPONSIBILITY BETWEEN THE MOD AND OTHERS
1.5.1
Where there is a division of responsibilities within the MOD or between
the MOD and others, the Authorised Person is, on matters relevant to the
Authorised Persons duties, to co operate and co ordinate with the other
party (or parties) as necessary to prevent danger and manage any risk
involved.
1.5.2
Each demarcation of responsibility is to be recorded in writing and
precisely detailed on a plan or schematic drawing. The demarcation line is
to be around a perimeter where the working area can be completely
isolated from the rest of the site. The following demarcations of
responsibility are to apply:
Where MOD has control of a Facility
1.5.3
The MOD is responsible for ensuring the safety of all persons on site.
Contractor's and MOD personnel are to work in accordance with these
Safety Rules and Procedures.
Where MOD does not have control of a Facility
1.5.4
The MOD has a general duty of care imposed by the Health and Safety at
Work etc. Act 1974 and duties to co ordinate work and co operate with
safety procedures of other employers on site. The Authority or Person
having control of the facility is responsible for ensuring safety and is
required to operate a safe system of work by the Management of Health
and Safety at Work Regulations.
Where MOD appoints an Operation, Maintenance or Repair Contractor
1.5.5
The MOD is to specify in the Conditions of Contract that the contractor is
to comply with these Safety Rules and Procedures including, where
appropriate, the appointment of Authorising Engineers and Authorised
Persons.
Where MOD appoints a Contractor for a Works Project and before the
Works are accepted from the Contractor
1.5.6
The Works Contractor has control of the work and is to comply with all
relevant statutory regulations and any Safety Rules and Procedures
imposed by the Conditions of Contract. The contractor does not have to
comply with these Safety Rules and Procedures unless they are imposed
by the Conditions of Contract.
1.5.7
Where the contractor is responsible for part of an Establishment, the
Project Sponsor and the Property Manager (see CER) are to ensure that the
exact areas of the responsibilities of the Maintenance Management
Organisation and the contractor are agreed in writing and precisely
detailed on a plan. One copy of the agreement is to be sent to the
