2.4
CO ORDINATING AUTHORISED PERSONS
Role of Co ordinating Authorised Persons
2.4.1
The Co ordinating Authorised Person is responsible for co ordinating the
action of all Authorised Persons within the area of responsibility and act as
the focal point for Authorised Persons on matters relating to safety and
safe working.
Duties of Co ordinating Authorised Persons
2.4.2
Monitor the performance of Authorised Persons.
2.4.3
Arrange absence cover for Authorised Persons.
2.4.4
Ensure that all amendments to these Safety Rules and Procedures are
brought to the attention of, and understood by Authorised Persons.
2.4.5
Ensure that all required documentation is completed and stored in the
Confined Spaces Document Cabinet.
2.4.6
Ensure that safety and test equipment for which the Authorised Persons are
responsible for is:
n
listed in the Equipment Register
n
stored correctly and maintained in good condition
n
regularly inspected by a Competent Person and a written report of the
inspection, signed by the Competent Person, kept in the Confined
Spaces Document Cabinet.
2.4.7 Oversee competency checks on nominated Persons in Charge and Work Team
members.
2.4.8
Inform the Authorising Engineer and Property Manager verbally and then
in writing of defects, failures in operation or dangerous occurrences
involving confined space working.
2.4.9
Carry out an initial investigation of any accident or dangerous occurrence
and report on the investigation to the Authorising Engineer in writing.
2.4.10
Agree with the Property Manager the procedures to be adopted locally for
informing others who may be concerned in the event of a dangerous
practice or occurrence.
2.4.11
Periodically examine the confined space registers to ensure that they are
up to date and that record drawings are up to dated when received from the
Property Manager. Any deficiencies in the record drawings are to be
reported to the Property Manager.
2.4.12
Periodically examine the risk assessments and permits to ensure they are
completed correctly.
2.4.13
Ensure that all safety and access keys and key cabinets are maintained in
accordance with these Safety Rules and Procedures.
2.4.14
Inform the Authorising Engineer of any practicable modifications that can
be made to facilities or structures to reduce or avoid the need to enter
confined spaces.
