2.5
AUTHORISED
PERSONS
Role of Authorised Persons
2.5.1
The Duty Authorised Person is to have sole responsibility for the practical
implementation and operation of these Safety Rules and Procedures in the
area for which the appointment is made.
Duties of Authorised Persons
2.5.2
Ensure, so far as is reasonably practicable, that all personnel within the
area of responsibility observe the requirements of these Safety Rules and
Procedures.
2.5.3
Ensure that risk assessments are carried out and agreed safe working
methods are co ordinated, communicated and recorded prior to any
confined space working.
2.5.4
Keep copies of risk assessments, agreed Safety Method Statements and
Permits to Work issued.
2.5.5
Issue Permits to Work in accordance with these Safety Rules and
Procedures.
2.5.6
Cancel permits in the following circumstances:
n
when the permitted work is complete
n
if these Safety Rules and Procedures are not being followed
n
if an unexpected hazard arises
n
in any other unforeseen circumstances at the discretion of the
Authorised Person.
2.5.7
Ensure the Work Team has a sufficient number of competent persons to
carry out the proposed work safely and that their roles and duties have
been defined. One member of the Work Team must be designated as the
Person in Charge.
2.5.8
Assess the competence of all persons nominated for confined space
working with regard to their designated role and duties .
2.5.9
Ensure that all safety equipment to be used has been inspected and
maintained in good condition and is fit for the purpose.
2.5.10
Update and maintain the register of confined spaces within the area of
responsibility.
2.5.11
Ensure records of alterations or modifications to facilities, which will
affect future confined space working are forwarded to the Property
Manager.
