Section 3 Operational Appointments
n
any Statutory Regulations which are applicable to the Confined
Spaces in the area of responsibility
n
be technically competent
n
have undertaken familiarisation training on the site(s), for which they
will be authorised and be familiar with any confined spaces and their
location.
n
demonstrate, through a formal assessment by the Authorising
Engineer:
n
competency
n
suitability for the appointment
n
an understanding of the tasks involved
n
knowledge of these Safety Rules and Procedures
n
hold a current certificate in Emergency First Aid for appointed
persons.
3.6.4
MOD personnel with the relevant service Q Annotation who are deemed
suitable by the Authorising Engineer are also eligible to become
Authorised Persons.
Notes:
The requirement to hold a Technical qualification may be
waived in exceptional circumstances for nominees with
sufficient technical knowledge in engineering holding a trade
qualification in a relevant skill, plus a proven minimum of nine
years' relevant experience in the type of confined spaces and
safe systems of work, for which they will become responsible.
Appointment, Re appointment and Review of Authorised Persons
3.6.5
An Authorised Person is to be appointed or re appointed for defined
Confined Spaces for periods not exceeding four years.
3.6.6
MOD mandatory requirements for appointment, model appointment letters
and model Certificate of Appointment are given at Annex C to these
Safety Rules and Procedures (see CER for current terminology).
3.6.7
A Certificate of Appointment is to be issued by the Authorising Engineer
and accepted by the Authorised Person following appointment or re
appointment.
3.6.8
Each Authorised Person's appointment is to be reviewed by the
Authorising Engineer prior to re appointment at intervals not exceeding
four years.
3.6.9
Attendance on an MOD approved Authorised Persons refresher training
course is to be arranged as necessary, at intervals not exceeding three
years.
3.6.10
The appointment of an Authorised Person may be suspended or terminated
by the Authorising Engineer, who is to take the following actions:
