7.1
GENERAL
7.1.1
Work in confined spaces is to comply with relevant statutory requirements.
These Safety Rules and Procedures address specific requirements of the
Confined Spaces Regulations and the Management of Health and Safety at
Work Regulations. In addition, a wide range of other statutory
requirements apply
these are listed in JSP 375.
7.1.2
The following Sub Sections summarise some of these statutory
requirements and safety precautions normally encountered in work in
confined spaces. This Section is intended to describe the main
requirements. The summaries are not intended as a checklist for persons
designing, constructing, operating, maintaining, inspecting, or modifying
facilities with confined spaces. Such persons are expected to have a
thorough knowledge of the requirements of the relevant Statutory
Regulations.
7.2
CONSTRUCTION (DESIGN AND MANAGEMENT) REGULATIONS
7.2.1
JSP 375 details how the Regulations are to be applied within the MOD
Estate.
The Health and Safety File
7.2.2
The Regulations require a Health and Safety File containing design,
operation and maintenance information on structures and installations. The
Health and Safety File may include the following:
n
record drawings, plans and design criteria
n
materials used, and where relevant, details of construction methods
n
maintenance requirements and procedures
n
system operating information
n
emergency procedures.
7.2.3
The Health and Safety File is a record for the owner and user which
provides information on the risks that have to be managed in any future
design, modification, maintenance, renovation or demolition of the
Confined Space. The Health and Safety File is to be made available to
persons who may require safety information during the life of the Confined
Space.
