Section 9   Audit and Monitoring 
  
Reference should be made to Common Elements and Requirements 
and Policy Instructions, which supersede some parts of this 
Section.
9.1  
GENERAL 
9.1.1  
DE Senior Authorising Authority is to carry out regular monitoring and 
periodic audits of the application and use of these Safety Rules and 
Procedures by Maintenance Management Organisations and periodic 
reviews of these Safety Rules and Procedures. 
9.1.2  
The Commanding Officers or Heads of Establishment (see CER) are to 
review the results of monitoring and audit reports on the implementation 
of these Safety Rules and Procedures and ensure actions are instigated to 
correct any deficiencies identified. 
9.1.3  
Co ordinating Authorising Engineers are to arrange and oversee regular 
monitoring and periodic audits of the application and use of these Safety 
Rules and Procedures. 
9.1.4  
The requirements of this Section are to be incorporated into the 
Maintenance Management Organisation's Quality Assurance Management 
Plan. 
9.1.5  
Authorising Engineers are to undertake major and intermediate audits of 
the activities of Co ordinating Authorised Persons and Authorised 
Persons, and the documentation and controls associated with the operation 
of these Safety Rules and Procedures. 
9.1.6  
Authorising Engineers, Co ordinating Authorised Persons and Authorised 
Persons are to implement monitoring procedures to ensure that these 
Safety Rules and Procedures are being correctly operated and 
administered. 
9.1.7  
Guidance on best practice for monitoring and auditing of MOD Safety 
Rules and Procedures for works activities is given in relevant DE Policy 
Instructions.  The following Sub Sections summarise the minimum 
requirements for monitoring and auditing these Safety Rules and 
Procedures. 
9.2  
AUTHORISING 
ENGINEERS
9.2.1  
Authorising Engineers are to undertake a major audit at each establishment 
at periods not exceeding three years, which consists of:

reviewing the application of these Safety Rules and Procedures and 
their effectiveness
